Social housing

Social housing in Stockton-on-Tees is managed by Registered Providers (more commonly known as Housing Associations) in partnership with us and other Local Authorities across the Tees Valley.

To apply for a socially rented property, you will need to register for an account on Tees Valley Homefinder. Once you have registered, you will be required to upload your supporting documentation. 

Once all requested supporting documentation has been received your application will be reviewed by a member of the Lettings and Nominations Team. Only following a satisfactory review will a new account be made live.

Waiting times

Demand for social housing in Stockton is currently extremely high. We aim to review all priority applications between six and eight weeks of receiving all the required supporting documentation. The list of accepted documentation is listed on this page.

It is not possible to estimate when you will receive an offer of housing. The amount of time that you may wait to be offered a property will vary depending on the number of properties available to let, the level of priority allocated to your application and the length of time you have been on the register.

The housing register is not a quick or guaranteed resolution of your housing need. There are always more people than places, and the pressure to find homes for people our borough has increased over recent years. To improve your chances of successfully receiving an offer of housing, it is necessary to be as flexible as possible about the area you are looking to live in, and the property type you want. For example, you may wish to live in a bungalow because of mobility needs, but you should consider if you could live in an accessible ground floor flat to widen your search parameters.

Because of the demand for social housing in the borough, wait times for households across all bandings is high.

You should also consider other options while continuing to bid for properties via Tees Valley Homefinder. You should think about looking into the opportunities for private rented accommodation and affordable housing schemes, including Rent-to-Buy and shared ownership scheme. You should also sign up for MyThirteen as Thirteen retain 50% of their properties for advertisement on their own site. You can bid on properties on MyThirteen and Tees Valley Home Finder simultaneously.

In March 2026, there were 2,344 people with a registered live Tees Valley Home Finder account in Stockton.

From April 2025 to March 2026, there were an average of 15 properties advertised per week, with each advert attracting 56 bids on average.

Acceptable documentation

Proof of ID

One of the following documents must be provided for all household members, the document must show the name and date of birth of the household member:

  • birth certificate
  • medical card
  • driving licence
  • passport
  • marriage certificate
  • deed poll documentation

Proof of address 

One of the following documents must be provided for all adult household members. The document must show a name, address and date:

  • driving licence

The following documents if provided must also be dated within the last 6 months:

  • Government or Department of Working Pension letters
  • current tenancy agreement
  • utility bill or payslip
  • child benefit letter
  • bank statement

Proof of national insurance number

One of the following documents must be provided for the main and joint applicant:

  • your proof of national insurance number must show your name and your national insurance number
  • Government or Department of Working Pension documents 
  • national insurance card or national insurance letter
  • payslip or P60 or P45

Proof of child benefit

To be provided if you have children moving with you. The document must be dated within the last 6 months. You can provide a bank statement that has been dated within the last 6 months. If you are providing a Bank Statement as evidence, please ensure that it shows the name of the account holder, the transaction and the date and

Proof of your Immigration Status

If you are a non-UK national, you will need to provide proof of immigration status for the Main and Joint applicant.

Please provide your share code for your eVisa - this can be obtained via the get access eVisa webpage on the GOV.UK website.

Pregnancy

If you or someone moving with you are pregnant, proof of pregnancy that shows your estimated due date and name must be provided. A MATB1, midwife letter or screenshots of your maternity notes are the only documents accepted.

Criminal Convictions

If you or someone moving with your criminal convictions, you will need to complete a Diary of Convictions.
