Stockton-on-Tees Statement of Licensing Act 2003 Policy consultation
Under the Licensing Act 2003, the Council must publish a Statement of Licensing Policy every five years. This policy guides how the Council exercises its responsibilities when issuing licences for the sale of alcohol, regulated entertainment, and late-night refreshment. All decisions must support the four equal-weight licensing objectives, which are:
- the prevention of crime and disorder
- public safety
- the prevention of public nuisance
- the protection of children from harm
These objectives underpin every part of the policy, and your feedback will help ensure that Stockton-on-Tees continues to promote safe, responsible, and well-managed licensed activities.

Key areas added to the policy are:
- integrating the national licensing policy framework - ensuring our local policy reflects current national guidance, best practice, and legislative changes aligned with the licensing objectives
- Martyn's Law (Protect Duty) - considering how future counter-terrorism security requirements may apply to licensed premises and how these responsibilities should be reflected within our licensing approach
- spiking - measures to prevent and respond to drink-spiking and needle-spiking, and supporting premises in protecting customers
- alcohol delivery services - reviewing how the home delivery of alcohol should be responsibly managed to safeguard vulnerable people and uphold the licensing objectives
- illegal working within the hospitality sector - addressing risks associated with illegal employment practices and ensuring that licensed premises operate safely, legally, and responsibly
The new policy includes revised data on alcohol related harm costs and impacts to support evidence-based decision-making.
The public consultation closed on 31 May 2026. The final policy will be adopted after approval at the following meetings:
- Statutory Licensing Committee on 9 June 2026
- Cabinet on 16 July 2026
- Council on 22 July 2026
