Summary of the Fair Access Policy 2025 to 2026 (reviewed June 2025)
The Fair Access Policy ensures that children and young people in Stockton-on-Tees who do not have a school place, especially those facing challenges, are supported to return to education quickly and fairly.
The Fair Access Policy helps by:
- making sure no child is left without a school place for a long period of time
- supporting vulnerable children, including those with additional needs, exclusions, or new arrivals
- encouraging schools to share responsibility for placing pupils fairly
The Fair Access Policy helps children and young people who:
- are new to the area and haven't found a school
- have been excluded or have challenging behaviour
- are returning from home education
- are young carers
- are facing difficult circumstances
- have special educational needs but don't have an Education Health and Care Plan (HCP)
A local panel meets regularly to decide the best school placement for each child. All schools in Stockton-on-Tees take part and may be asked to admit pupils even if they're full, to ensure fair support.
Parents and carers are kept informed, and the child's needs and preferences are always considered. The goal is to find the right school quickly, so every child can feel safe, supported, and ready to learn.
