SEND local offer - Additionally Resourced Provisions and SEND Units
Stockton-on-Tees Borough Council is expanding its provision for children and young people with Special Educational Needs and Disabilities (SEND).
From September 2025, new placements called Additionally Resourced Provisions (ARPs) and SEND Units will be available in mainstream schools across the borough.
These placements offer:
- specialist support tailored to individual needs
- education closer to home
- a commitment to inclusion and excellence in SEND education
This initiative is part of our ongoing commitment to ensuring every child receives the right support, in the right setting, at the right time.
What are ARPs and SEND Units?
ARPs and SEND Units are specialist provisions within mainstream schools designed to support children with a range of needs:
- communication and interaction - for children with speech, language and communication needs or Autism Spectrum Disorder (ASD)
- cognition and learning - for children who learn at a slower pace or have specific learning difficulties such as dyslexia, dyscalculia, or dyspraxia
- Social, Emotional and Mental Health (SEMH) - for children who may be withdrawn, anxious, or display challenging behaviours linked to emotional or mental health needs
- sensory or physical needs - for children with hearing or vision impairments, multi-sensory impairments, or physical disabilities
How to access these provisions
Parents and carers can express a preference for an ARP or SEND Unit during:
- annual reviews of the Education, Health and Care Plan (EHCP)
- EHCP needs assessments
Placement decisions are made by the Council, considering:
- the child's individual needs
- parental preference
- suitability of the provision

Frequently asked questions
When will the new provisions be available?
All confirmed ARPs and SEND Units will be operational from September 2025, unless otherwise stated.
What happens during transition?
Once a placement is agreed, a Placement Coordinator will work with families and schools to arrange a start date and a transition period (typically within three weeks).
Will my child's current Enhanced Mainstream School (EMS) placement change?
No changes will be made to existing EMS placements or EHCPs. Support will continue until the child's natural transition (for example end of Year 6 or Year 11).
Can my child join an ARP or SEND Unit in September?
Please speak to your SEND Caseworker. Consultations for placements begin in June for September start dates.
Will more secondary provision be added?
Yes. Following the successful launch of the 2025 provision, further secondary ARPs and SEND Units will be explored as a priority for the next academic year.
