The Regulation of Investigatory Powers Act 2000, and related guidance, provide Local Authorities and others with powers and responsibilities regarding the carrying out of surveillance and the obtaining of communication data.

This can only take place where this is necessary and proportionate for the purpose of preventing or detecting crime or of preventing disorders.
