Council Tax

Online forms to request a discount or change your Council Tax instalments. If you need to contact us about your Council Tax account, please choose one of the following forms.


Single person discount

If you are 18 or over and live on your own you may qualify for a 25% discount.

Disabled relief application

If you or someone who lives with you has a disability, and your home has been significantly adapted to meet the needs of a disabled person, you may qualify for a reduction in your Council Tax Bill.

Severely Mentally Impaired

We don't include people with "severe mental impairment" when we calculate Council Tax for a property.

You may be entitled to a reduction in your Council Tax if a person in your household is suffering from:

  • severe mental impairment
  • Alzheimer's or Parkinson's disease
  • the effects of a stroke
  • severe learning difficulties
  • who have suffered such an impairment as a result of an injury

Severe mental impairment may be progressive, and many people (or their carers) may not realise that they are now entitled to a reduction.

To qualify, someone must be medically certified as having a condition that affects their intelligence and social functioning that appears to be permanent, and be entitled (but not necessarily receiving) at least one of a number of qualifying benefits.

Students

If you or someone who lives with you is classed as a student, you may be entitled to a Council Tax discount or exemption.

Change your instalments

Change your 10 monthly instalments to weekly, fortnightly or 12 monthly.

If you have been notified that your Council Tax account is in credit, you can apply for a refund.

Exemption Class B Application

Some properties are exempt from Council Tax. If you are a Charitable Organisation you may be eligible for a discount.

People in prison (except those in prison for non-payment of Council Tax or a fine) may be eligible for a discount or exemption.

Youth Trainees

If you or someone who lives with you is a youth trainee you may be entitled to a Council Tax Discount.

Change of address

If you are moving home you can use the Change of Address form to report the change, this includes if you are moving into, within or out of the Stockton area. If you are a landlord, you can also use the Change of Address form to report if a tenant moves in or out of your property.

If you are buying a property but are not moving in, please use the change of circumstances form below to inform us of the purchase. Please do not use the change of address form to report this.

Before completing the on-line form you will need the following:

  • Council Tax Account Number (If you previously paid for Council Tax in the Stockton Borough).
  • Owned Property - Date sale was completed and name of new owner.
  • Rented Property

    • If you are the tenant, we will need your landlord’s name, address and contact number.

    • If you are the landlord, we will need your tenant’s name, previous or forwarding address and the names of any other people aged 18 or over who live with the tenant.
  • Please do NOT tell us about a change of address more than 14 days before you are due to move.

If you are moving to or within the Stockton Borough area you can also share information about your move with other Stockton Council services if you would like to.

Change of circumstances

You should tell us if your home circumstances change as this may affect your Council Tax liability. Changes that you should tell us about include:

  • If you get married
  • When a young person who lives in your home turns 18
  • You are no longer entitled to a discount (such as a student discount)
  • You are buying a property but are not moving in.

If someone moves into or out of your home please complete the Change of Address form
