Self-Build and Custom Housebuilding

What is self-build and custom build?
Self-build housing usually means that you are directly involved in organising the design and construction of your new home. Custom build usually means working with a specialist developer to help you deliver your home.

What is the purpose of the register?
The Government wants to enable more people to build or commission their own home. This register will provide an indication of the demand for self/custom build in the borough and allow the Council to develop its housing and planning policies to support the kinds of self and custom build projects that would be most appropriate.

How we will use information from the register?
By signing up, you will help us find out more about the demand for custom build plots in the borough, where people would like their plot to be and the type of house that they would like to build.

We shall use the information to explore ways in which it might be possible for people and plots to be brought together. Registration does not however guarantee that a suitable plot will be identified, or become available. The Council are exploring opportunities to make land available for self-build and custom house building.

Brownfield Land Register

The Government has introduced through the Town and Country Planning (Brownfield Land Register) Regulations 2017 a requirement for Local Planning Authorities in England to prepare, maintain and publish registers of previously developed (brownfield) land.

The intention of Brownfield Land Registers is to provide up-to-date and consistent information on sites that Local Planning Authorities consider to be appropriate for residential development having regard to the criteria set out in the regulations and associated guidance.

Registers are in two parts, Part 1 comprises all brownfield sites that a Local Planing Authority has assessed as appropriate for residential development. Sites from Part 1 can be taken into Part 2 which would grant Permission in Principle (PIP) for housing-led development. Inclusion on Part 2 would require undertaking necessary requirements for publicity, notification and consultation. PIP establishes the fundamental principle for development of a site in terms of its use and the approximate number of homes that the site can reasonably accommodate. PIP is similar to an 'outline' planning permission. Technical details consent would be required in order for any site with PIP to be developed.

Submitting a site for consideration

The Council intend to use future updates of the Housing and Economic Land Availability Assessment (HELAA) to consider sites for inclusion on the Brownfield Land Register.

Regulations include the following criteria which need to be met for sites to be entered onto the Brownfield Land Register:

  • Sites must meet the definition of previously developed land as set out in Annex 2 of the National Planning Policy Framework (NPPF);
  • At least 0.25 hectares in size or capable of accommodating a minimum of 5 dwellings;

  • Suitable for residential development;

  • The land is available for residential development; and

  • Residential development of the land is achievable.
