There are a number of options available to assist people who are struggling to get on the property ladder and also those who would like to move up the ladder.
Affordable Homeownership Register
We are working to increase the number of affordable homes for sale for local people who are finding it difficult to buy a property in Stockton-on-Tees.
Through our powers under planning legislation, we ensure that on all new private developments across the Borough which are over a certain size, a proportion of the new homes for sale are 'affordable'. This could include options such as shared ownership or discounted market sale.
Help to Buy NEYH
Help to Buy is an umbrella term for a range of government funded schemes designed to help people to get onto the property ladder. There are several options available, including equity loans, rent to buy and shared ownership.
Help to Buy NEYH are the agent for the North East, Yorkshire and Humberside. They can provide advice on the schemes available, check if you are eligible and help you to find a property.

Current Affordable Homeownership schemes
We maintain an Affordable Homeownership Register.
To be considered for properties on the Register you can apply to join the Register either online or by downloading an application form and returning it to us once completed.

- There are existing opportunities in Stockton through the Discount for Market Sale scheme at Whitewater Glade, North shore, Stockton to become a home owner at a discount from market value. Further details of the scheme can be found in the following Customer Guide.
Eligibility for the Affordable Homeownership Register
Checks will be carried out which include a tenancy and anti-social behaviour check via our Landlord Liaison team, as well as a full financial assessment to check whether the property you are interested in is affordable.
Who qualifies for the Register?
To be accepted onto the Affordable Housing Register, applicants must meet a number of qualifying criteria:
- Be aged 18 years or over.
- Be employed or self employed (unless buying with cash only).
- Have a household income of under £60,000 per annum.
Applicants must also fall in one of the following categories:
- Be a household in a regeneration area.
- Have a local connection and be unable to afford to purchase on the open market without assistance.
- Be a social housing tenant in the Stockton Borough and be unable to afford to purchase on the open market without assistance.
- Be accepted as homeless and in priority need and be unable to afford to purchase on the open market without assistance.
Applicants will not be eligible if any of the following apply:
- The applicant has a County Court Judgement registered against them and has not repaid the debt.
- The applicant is currently bankrupt.
- The applicant has rent arrears on a current or former tenancy or has breached a tenancy agreement.
- The applicant has a history of anti-social behaviour.
- The applicant or another member of the household who will be living with them, own or have a share in another.
- Property (including property which is rented out) or have an existing mortgage.
