Domestic Abuse Strategy

Domestic abuse is socially unacceptable. Everyone deserves to, and should, live without fear. There is no excuse.

A Domestic Abuse Strategy has been developed which aims to improve physical, psychological and social outcomes for the residents of Stockton-on-Tees. By promoting preventative measures, alongside early intervention, support and protection, we aim to reduce the effects of harmful behaviour now and for the generations to come.

The Domestic Abuse Strategy sets out its work to reduce harm to victims and their families. The strategy covers the five year period from 2017-2022. This strategy will be supported by an annually reviewed and refreshed action plan based on consultation and data analysis.



Harbour is the main provider of services for those living with domestic abuse in Stockton-on-Tees.

The organisation offers support to individuals and families by providing safe accommodation in the refuge and practical support in the community to women, men and children, including a range of group programmes.

Harbour also offers services to those who perpetrate abuse but want to change their behaviour.

For those who have experienced sexual violence, Harbour can provide a counselling service, with both individual and group support.

Harbour can also provide advice to those worried about a friend or relative who they believe may be in an abusive relationship.

A registered charity, Harbour also works across Hartlepool, Middlesbrough, County Durham and North Tyneside as well as Stockton-on-Tees.
