Major Council policies and strategies are set at meetings of all 56 elected Councillors at Stockton Town Hall, which takes place ten times a year.
For example, the full Council must agree the Council Plan for the next three year period, setting out the Council's key improvement plans which contribute to the Borough's Community Strategy. Councillors may also debate a wide variety of topical issues.
Decisions on how to implement these policies are made by a seven strong Cabinet of Councillors which meets every four weeks. It is able to plan services and take decisions which affect a broad range of services.
The Cabinet is made up of the Leader of the Council and six other Councillors, each responsible for a particular area of work. Most Council meetings take place at Stockton Central Library.
Cabinet decisions and key decisions by officers are subject to examination by the Council's Executive Scrutiny Committee.
Five Select Committees also play an important part in this process. Each has a particular area of expertise and monitors and evaluates the way in which the Council works and the ways in which its policies are being implemented and developed.
There are also a small number of other committees and panels which are of a statutory nature (e.g. Planning Committee and Licensing Committee).

Who can attend
Anyone is welcome at Council, Cabinet and Committee Meetings, although you may be asked to leave when certain confidential items are discussed.
Meetings of the full Council are open to the public and include a public question time. Questions need to be submitted at least seven clear working days in advance.
The Council is committed to being open and transparent in the way it conducts its public meetings so the recording of Council meetings is therefore permitted subject to certain restrictions and conditions.
From 7 May councillors will attend Council meetings in person.
