A motorist had lodged the appeal to the tribunal against a ticket issued on 27 September last year after overstaying the permitted period. When a Stockton Council Parking Enforcement Officer inspected a disc displayed in the vehicle at 11.47am, it had shown an arrival time of 8.30am - well over the two hours permitted.
