Applying for a home - Choice Based Lettings Scheme

In July 2009 a change in the way which vacant properties are allocated took place across the Tees Valley.

The Choice Based Lettings scheme (CBL) replaced the old points- based system with one of bidding, and rather than just choosing certain areas of preference, people on the Tees Valley Common Housing Register can now register an interest in an individual property.

Compass is the CBL for the Tees Valley area and is made up of a number of councils and partner organisations.

These include:

  • Stockton-on-Tees Borough Council
  • Middlesbrough Council
  • Hartlepool Borough Council
  • Redcar & Cleveland Borough Council
  • Darlington Borough Council
  • Erimus Housing
  • Tristar Homes
  • Coast and Country
  • Housing Hartlepool
  • Tees Valley Housing
  • Accent Foundation Home Group
  • Endeavour

Search for a Council House or Private Rented Properties on the COMPASS website

If you wish to apply for a council house you will need to join the Tees Valley Common Housing Register.

By registering you will have the option to search for available homes, bid for your preferred properties and find out about other housing options.

  • Register by telephone. Contact Tristar Homes by telephone on 01642 947441 or 0300 111 1000 (low cost number, calls cost 4p per minute from a landline, mobile rates may vary).

How properties are advertised

Properties are advertised on a weekly basis through the partner housing office, property shops, the Compass newsletter and website.

The cycle opens every Thursday morning at 00.01hrs and closes the following Tuesday at midnight. You cannot bid on a Wednesday.

How to place a bid on a property

You can bid for a property that you are interested in:

  • Online through the Compass website.
  • Visit or telephone your housing options centre or Tristar housing office.
  • Complete and return a bidding coupon from your housing office.

Automatic bids will be placed for those assessed as particularly vulnerable.
