Stockton on Tees Local Plan

The Local Plan sets out a vision for the future development of the Borough in relation to housing, the economy, community facilities and infrastructure up to 2032. A Draft Local Plan was subject to consultation in late 2016. Comments received have now been reviewed and the Council have prepared the Publication Draft Local Plan.

The Stockton-on-Tees Local Plan was submitted to the Planning Inspectorate on 21 December 2017.  On 2 January 2018 the Planning Inspectorate wrote to the Council to inform them that in response to the submission, the Secretary of State, in accordance with section 20 of the Planning and Compulsory Purchase Act 2004 (as amended) has appointed Matthew Birkinshaw BA (Hons) MSc MRTPI to conduct the examination to determine whether the Stockton-on-Tees Local Plan is sound.

The Publication Draft Local Plan was available for comment between 25 September and 6 November 2017. All comments received have been submitted to the Secretary of State and will be considered as part of the public examination by the independent Planning Inspector.

The Local Plan will, when adopted, replace the adopted Core Strategy, the saved policies of the adopted Stockton on Tees Local Plan and Alteration No. 1. Alongside the Minerals and Waste Core Strategy and Policies and Sites DPDs and a number of adopted Supplementary Planning Documents the Local Plan will provide the policy basis for the determination of planning applications within the Borough.

What documents have been submitted and how can they be viewed

The public examination will be of the Publication Draft Local Plan which has been submitted to the Secretary of State. These documents are listed under the heading ‘The Publication Draft Local Plan’ below. The documents detailed under ‘Supporting Documents’ and ‘Evidence Base’ have also been submitted alongside other relevant documents.

The following documents have been updated following consultation on the Publication Draft Local Plan and have also been submitted to the Secretary of State:

  • Consultation Statement– an updated statement detailing representations received during all formal stages of consultation on the Local Plan including the main issues raised to the Publication Draft Local Plan
  • Duty to Cooperate Statement of Compliance  - an updated and extended statement summarising the work that the Council has undertaken with adjoining local authorities and other prescribed bodies in the preparation of the Local Plan. The statement is supported by an Addendum which draws together a collection of minutes providing evidence of how the Council has conducted meaningful engagement with the prescribed Duty to Cooperate Organisations.

 

The following statement is a notice of submission and provides detail regarding the availability of documents for inspection.

  

The Publication Draft Local Plan

 The Publication Draft Local Plan comprises a main document, an addendum and policies map.

The policies map illustrates geographically the policies and proposals contained within the Local Plan. An overview map is provided in which the Borough is broken down into 28 separate areas. Please use this overview map and then click on the maps below for the corresponding area to view polices for that area in detail. Five inset maps are also included; covering Stockton Town Centre and the District Centres of Billingham, Norton, Thornaby and Yarm. All maps should be viewed alongside the following policies map key.

Supporting Documents

Supporting the Local Plan are the documents listed below:

  • Consultation Statement - This outlines the consultation undertaken and how the representations received have been considered and have influenced the content of the final policies.

  • Infrastructure Strategy and Infrastructure Schedule (including Transport Assessment) - The Strategy sets out baseline infrastructure and assesses what additional infrastructure will be needed to deliver the development identified in the plan. The Schedule details up to date cost estimates, timings, funding sources and mechanisms, and those responsible for delivering individual infrastructure projects.

  • Sustainability Appraisal (Addendum) - This report is an assessment of the social, economic and environmental effects of the policies in the plan as a whole. It incorporates Strategic Environmental Assessment (SEA) which focuses on the environmental impacts of the policies. It is an addendum to Sustainability Appraisal report undertake on the Draft Local Plan.

  • Habitat Regulations Assessment - This report under the Conservation of Habitats and Species Regulations 2010 (the Habitats Regulations) assesses the potential impact of the plan on the integrity of any European designated sites which includes Special Areas of Conservation (SACs) and Special Protection Areas for birds (SPAs).

  • Duty to Cooperate Statement of Compliance - A statement summarising the work that the Council has undertaken with adjoining local authorities and other prescribed bodies in the preparation of the Local Plan.

  • Equalities Impact Assessment - This document analyses the likely impact of the Stockton on Tees Local Plan policies on different groups of people in the community, and how the needs of such groups have been taken into account in relation to the development of policies

The Draft Local Plan

The Draft Local Plan was consulted on between 21 November 2016 and 20 January 2017. This was an earlier stage of plan preparation and is superseded by the Publication Draft Local Plan. As such the below documents do not form part of this consultation and are provided for reference only
