Economic Strategy and Spatial Planning


The Economic Strategy and Spatial Planning team provides planning policy advice to the council and external organisations and individuals.

The Economic Strategy and Spatial Planning team's main role is preparing the Development Plan for the Borough. The Development Plan sets out the council's policies for meeting the community's economic, environmental and social aims for the future, where this affects the development and use of land. 

We are now working towards a new Local Plan. This will be entitled the Stockton-on-Tees Local Plan and will replace many of the existing documents within the adopted Development Plan. There will be a number of consultation periods on the emerging Local Plan prior to it being submitted to the Secretary of State for Independent Examination.

What is the Development Plan for?

All applications for planning permission are determined in accordance with the Development Plan unless material considerations indicate otherwise. The National Planning Policy Framework is a very important material consideration when making planning decisions. It sets out the Government's planning policies for England and how they expect them to be applied.


What else does the Economic Strategy and Spatial 

Planning section do?

The Economic Strategy and Spatial Planning service also:

  • Monitors the impact our policies are having to see if they are meeting their objectives or if they need to be reviewed carries out research to make sure our policies are up to date and are justified
  • Surveys housing, employment and retail development in the Borough
  • Comments on emerging government guidance and other councils' Local Plans
  • Participates in sub-regional work where appropriate
