Economic Strategy and Spatial Planning


The Economic Strategy and Spatial Planning team provides planning policy advice to the council and external organisations and individuals.


Development Plan

 The adopted Development Plan  comprises the:

  • Local Plan (2019)
  • Joint Minerals and Waste Core Strategy and Policies and Sites LDDs (September 2011)

The documents provide a detailed framework within which planning applications are determined. It aims to balance the need for development with the protection of the heritage, environment and character of the area.

What is the Development Plan for?

All applications for planning permission are determined in accordance with the Development Plan unless material considerations indicate otherwise. The National Planning Policy Framework is a very important material consideration when making planning decisions. It sets out the Government's planning policies for England and how they expect them to be applied.


What else does the Economic Strategy and Spatial 

Planning section do?

The Economic Strategy and Spatial Planning service also:

  • Monitors the impact our policies are having to see if they are meeting their objectives or if they need to be reviewed carries out research to make sure our policies are up to date and are justified.
  • Surveys housing, employment and retail development in the Borough.
  • Comments on emerging government guidance and other councils' Local Plans.
  • Participates in sub-regional work where appropriate.
