The "blue badge" parking scheme provides a permit for people with mobility problems to park close to where they need to go.
From Monday 28 April 2014, charges for Blue Badge holders will apply in Stockton Council car parks across the Borough where parking charges are applicable.
There will be a 'permitted overstay' concession for those displaying a valid Blue Badge whether in a disabled bay or a general bay, the time on the ticket will be allowed to over-run in the Council’s short stay car parks by one hour if a valid Blue Badge is correctly displayed.
The Council is proactively tackling fraudulent use of Blue Badges. Civil Enforcement Officers have the power under the Disabled Persons Act 2013 to inspect and seize any badge that:
A blue badge parking permit costs £10. Lost or replacement badges are also £10. Stolen badges will be replaced free of charge upon production of a crime number.
Northgate Public Services are warning blue badge applicants after it was found that unauthorised online services are asking applicants to pay them £49.00 to apply for a badge. You can pay the £10 administration fee in person at our customer service centres by using cash or a cheque or postal order made payable to Stockton-on-Tees Borough Council.
All applicants, either new or existing badge holders, who wish to be considered for a blue badge parking permit must contact our Customer Services Centre on 01642 528499 or call into one of our centres.
The team will guide you through a questionnaire, developed in conjunction with occupational therapists, to determine eligibility. Please note this process is mandatory for Stockton Borough Council residents even if you have completed an on-line form and submitted supporting evidence.
Applicants who receive approval for automatic qualification will need to provide their recent benefit award letter dated within the last twelve months and in addition, all applicants need to provide proof of residency via an official document such as a bank statement, utility bill or prescription which must be dated within the last three months.

If your application for a blue badge is approved, an appointment time for either Stockton, Thornaby or Billingham Customer Services Centre will be offered for you to register.
A digital photograph of the applicant will be taken at the time of registration.
If all documentation is correct, the badge will be issued and posted out by an external company within 10 working days.

An organisational "blue badge" permit may be issued to an organisation using a motor vehicle or vehicles when the vehicle or vehicles are to be used to carry disabled people who would themselves be eligible for a badge.
Organisations will be asked to provide evidence of their tax exemption certificate.
