Private Hire And Hackney Carriage Driver Licences

Before a licence is issued the Council have to determine whether or not you are a "fit and proper person" under the terms of the Act to hold a licence.

Driver Renewal Application

You can now complete your renewal form online and email to us with a colour photograph to [email protected]. You can also call the licensing service direct to make a payment on 01642 524802.

Applications are accepted by appointment only. To arrange an appointment please telephone the Customer Service Centre on 01642 528560. If more than one application is to be submitted please inform the Customer Services Officer when arranging the appointment so that sufficient time can be allocated.

An Application Form, together with the following documents should be submitted in person to the Customer Service Centre together with the appropriate fee:

  • DBS Form
  • Medical Form
  • Taxi Driving Assessment Course
  • Proof of Right To Work
  • Safeguarding Awareness Training Certificate
  • DVLA Driving Licence (stating your current address) and DVLA Check Code. You can get a Check Code on the Gov.uk website 
  • Four coloured passport size photographs – full face, not hats, caps etc.

The Application Form, Medical Form and DBS Form should not be completed and signed earlier than 28 days before submission to our office.

Once your application has been processed you will be sent an appointment to attend for a knowledge test. This is a computerised, multiple choice test which must be completed in either 30 minutes for a Private Hire test or 45 minutes for a Hackney/Combined test.

 

DBS Update Service

Drivers will now need to undertake a DBS check annually, either at the time of their renewal or annual declaration.

In order to minimise future costs we are asking all licensed drivers to join the DBS update service. This means that in future years you will not have to submit a new DBS form as we will be able to check your status online. Signing up to this service also allows you to share your Disclosure with other agencies. You can join the update service using the DBS application form reference number, which can be found in the top right hand corner of the front page of the form.

Barnardo’s - Safeguarding Awareness Training

 

This is an E-learning package which has been developed by the four Tees Valley Authorities with Barnardo’s and has been approved by the Councils Licensing Committee as minimum training requirement in order for Hackney Carriage/Private Hire Drivers and Operators to comply with the policy requirements.

Revoked and Refused Taxi Drivers

National Register (NR3)

Stockton Borough Council has signed up to the national register of revoked and refused hackney carriage and private hire drivers (known as NR3). As such, any driver who has had their drivers licence revoked, or had their application refused, will have their details recorded on this register.

This is being done to protect the public by ensuring that licensing authorities are aware of drivers who have been refused or revoked when determining whether a new licence application should be granted.

If you have had or have your driver’s licence revoked, or a driver’s application refused, your details will be submitted to the NR3 register.
