Private Hire And Hackney Carriage Driver Licences

Licence Summary 

Persons wishing to drive Private Hire or Hackney Carriage Vehicles must first hold the appropriate licence from the local authority.

Before a licence is issued the Council have to determine whether or not you are a "fit and proper person" under the terms of the Act to hold a licence. This involves a series of tests and checks being carried out with various organisations so that the Council can determine your application fairly and consistently. The checks and tests carried out are as follows:

  • Disclosure and Barring Service Check (DBS)
  • Medical Examination Tees Valley Taxi Driving Assessment Course 
  • Safeguarding Awareness Training 
  • Knowledge Test Pass Certificate

Revoked and Refused Taxi Drivers

National Register (NR3)

Stockton Borough Council has signed up to the national register of revoked and refused hackney carriage and private hire drivers (known as NR3). As such, any driver who has had their drivers licence revoked, or had their application refused, will have their details recorded on this register.

This is being done to protect the public by ensuring that licensing authorities are aware of drivers who have been refused or revoked when determining whether a new licence application should be granted.

If you have had or have your driver’s licence revoked, or a driver’s application refused, your details will be submitted to the NR3 register.


Application Process

From 1 October 2018 applications will be accepted by appointment only. To arrange an appointment please telephone the Customer Service Centre on 01642 528560. If more than one application is to be submitted please inform the Customer Services Officer when arranging the appointment so that sufficient time can be allocated.

Applicants must have held a driver’s licence granted under Part III of the Road Traffic Act 1972, to drive a motor car for at least 3 years.

An Application Form, together with the following documents should be submitted in person to the Customer Service Centre together with the appropriate fee:

  • DBS Form
  • Medical Form Tees Valley Taxi Driving Assessment Course
  • Proof of Right To Work
  • Safeguarding Awareness Training Certificate
  • DVLA Driving Licence (stating your current address)
  • Four coloured passport size photographs – full face, not hats, caps etc.

The Application Form, Medical Form and DBS Form should not be completed and signed earlier than 28 days before submission to our office.

The Counterpart of your driving licence has now been abolished and endorsements are recorded electronically by the DVLA. In order for you to confirm your driving record to us you are required to access your record by logging onto the Share Driving Licence Service at website where you can generate a “Check Code” which must be supplied with your application. This service is free and should be used by both paper and photo card driving licence holders. We will be unable to process your application until confirmation of your DVLA licence has been supplied.

Once your application has been processed you will be sent an appointment to attend for a knowledge test. This is a computerised, multiple choice test which must be completed in either 30 minutes for a Private Hire test or 45 minutes for a Hackney/Combined test. Areas covered include Legislation, Safeguarding, Driver Conduct, Highway Code, Traffic Signs, Locations, Numeracy and basic English. Hackney Carriage applicants will also be tested on Ranks, Tariffs and Shortest Routes. Please see Guidance Notes below for further information.

At your knowledge test you will have to demonstrate a reasonable knowledge of the area covered by Stockton on Tees Borough Council (i.e. Stockton, Thornaby, Yarm, Billingham, Eaglescliffe).

On completion of all elements and payment of the licence fee your Drivers licence and badges will be issued. This licence will be required to be renewed periodically.

It is illegal for you to drive Private Hire or Hackney Carriage Vehicles without a current licence and badge issued to you by Stockton on Tees Borough Council.


DBS Update Service

Drivers will now need to undertake a DBS check annually, either at the time of their renewal or annual declaration.

In order to minimise future costs we are asking all licensed drivers to join the DBS update service. The current fee to subscribe to this service is £13 a year. This means that in future years you will not have to submit a new DBS form as we will be able to check your status online. Signing up to this service also allows you to share your Disclosure with other agencies. You can join the update service using the DBS application form reference number, which can be found in the top right hand corner of the front page of the form.

If you register with your form reference number you must submit your application to this office as soon as possible as it must be processed and sent it to the DBS within 28 days of your registration otherwise your subscription will be rejected by the DBS. Alternatively you can join once your application has been processed and you have received your DBS certificate, using the certificate number. If you wait to get your DBS certificate you must join within 30 calendar days of your DBS certificate issue date.

If you choose not to subscribe to the DBS update service you will be required to submit a new DBS application form and fee of £44 annually.

Barnardo’s - Safeguarding Awareness Training


This is an E-learning package which has been developed by the four Tees Valley Authorities with Barnardo’s and has been approved by the Councils Licensing Committee as minimum training requirement in order for Hackney Carriage/Private Hire Drivers and Operators to comply with the policy requirements.

All existing drivers and operators or a representative of the licensed company that have not already completed Level 1 National Open College Network (NOCN) accredited qualification, in ‘The Awareness of Protection and Safeguarding in Health and Social Care (Adults and Young People) should have successfully completed this safeguarding awareness training as a minimum by July 2017.

This is a shorter course and consists of a number of slides with a test at the end. However, drivers and Operators are encouraged to complete both safeguarding courses whilst they are available in order to give them a greater understanding of safeguarding.
