Persons wishing to drive Private Hire or Hackney Carriage Vehicles must first hold the appropriate licence from the local authority.
Before a licence is issued the Council have to determine whether or not you are a "fit and proper person" under the terms of the Act to hold a licence. This involves a series of tests and checks being carried out with various organisations so that the Council can determine your application fairly and consistently. The checks and tests carried out are as follows:

Applicants must have held a driver’s licence granted under Part III of the Road Traffic Act 1972, to drive a motor car for at least 3 years.

The Application Form, Medical Form and DBS Form should not be completed and signed earlier than 28 days before submission to our office.
The Counterpart of your driving licence has now been abolished and endorsements are recorded electronically by the DVLA. In order for you to confirm your driving record to us you are required to access your record by logging onto the Share Driving Licence Service at Gov.uk website where you can generate a “Check Code” which must be supplied with your application. This service is free and should be used by both paper and photo card driving licence holders. We will be unable to process your application until confirmation of your DVLA licence has been supplied.
Once your application has been processed you will be sent an appointment to attend for a knowledge test. This is a computerised, multiple choice test which must be completed in either 30 minutes for a Private Hire test or 45 minutes for a Hackney/Combined test. Areas covered include Legislation, Safeguarding, Driver Conduct, Highway Code, Traffic Signs, Locations, Numeracy and basic English. At your knowledge test you will have to demonstrate a reasonable knowledge of the area covered by Stockton on Tees Borough Council (i.e. Stockton, Thornaby, Yarm, Billingham, Eaglescliffe).
On completion of all elements and payment of the licence fee your Drivers licence and badges will be issued. This licence will be required to be renewed periodically.
It is illegal for you to drive Private Hire or Hackney Carriage Vehicles without a current licence and badge issued to you by Stockton on Tees Borough Council.
Drivers will now need to undertake a DBS check annually, either at the time of their renewal or annual declaration.
In order to minimise future costs we are asking all licensed drivers to join the DBS update service. The current fee to subscribe to this service is £13 a year. This means that in future years you will not have to submit a new DBS form as we will be able to check your status online. Signing up to this service also allows you to share your Disclosure with other agencies. You can join the update service using the DBS application form reference number, which can be found in the top right hand corner of the front page of the form.
If you register with your form reference number you must submit your application to this office as soon as possible as it must be processed and sent it to the DBS within 28 days of your registration otherwise your subscription will be rejected by the DBS. Alternatively you can join once your application has been processed and you have received your DBS certificate, using the certificate number. If you wait to get your DBS certificate you must join within 30 calendar days of your DBS certificate issue date.
If you choose not to subscribe to the DBS update service you will be required to submit a new DBS application form and fee of £44 annually
