Persons wishing to drive Private Hire or Hackney Carriage Vehicles must first hold the appropriate licence from the local authority.
Before a licence is issued the Council have to determine whether or not you are a "fit and proper person" under the terms of the Act to hold a licence. This involves a series of tests and checks being carried out with various organisations so that the Council can determine your application fairly and consistently. The checks and tests carried out are as follows:
• Disclosure and Barring Service Check (DBS)
• Medical Examination
• Tees Valley Taxi Driving Assessment Course
• Safeguarding Awareness Training
• Knowledge Test

Applicants must have held a driver’s licence granted under Part III of the Road Traffic Act 1972, to drive a motor car for at least 3 years.
An Application Form, together with the following documents should be submitted in person to the Customer Service Centre together with the appropriate fee:
The Application Form, Medical Form and DBS Form should not be completed and signed earlier than 28 days before submission to our office.
The Counterpart of your driving licence has now been abolished and endorsements are recorded electronically by the DVLA. In order for you to confirm your driving record to us you are required to access your record by logging onto the Share Driving Licence Service at www.gov.uk/view-driving-licence where you can generate a “Check Code” which must be supplied with your application. This service is free and should be used by both paper and photo card driving licence holders. We will be unable to process your application until confirmation of your DVLA licence has been supplied.
Once your application has been processed you will be sent an appointment to attend for a knowledge test. This test is a written test and consists predominantly of multiple choice questions. Areas covered include Legislation, Driver Conduct, Highway Code and Traffic Signs, Locations and Numeracy. Hackney Carriage applicants will also be tested on Ranks, Tariffs and Shortest Routes.
At your knowledge test you will have to demonstrate a reasonable knowledge of the area covered by Stockton on Tees Borough Council (i.e. Stockton, Thornaby, Yarm, Billingham, Eaglescliffe).
Applicants may take the knowledge test before submitting any other paperwork if they prefer (please submit knowledge test application form available below).
On completion of all elements and payment of the licence fee your Drivers licence and badges will be issued. This licence will be required to be renewed periodically.
It is illegal for you to drive Private Hire or Hackney Carriage Vehicles without a current licence and badge issued to you by Stockton on Tees Borough Council.
