The School Attendance and Exclusion Teams are part of the Engagement and Learning Team.

Our remit includes:

  • School attendance
  • Children Missing Education (CME)
  • Elective Home Education (EHE)
  • Exclusion
  • Child Employment
  • Entertainment Licensing (including Chaperone Licensing)

 

School Attendance

The Attendance and Exclusion Team works with schools, families and other agencies to improve school attendance and ensures that all comply with the statutory duties and responsibilities relating to a pupil's attendance at school or other education provision.

The Council has a legal obligation to provide education for all children and enforce the law relating to school attendance. Children who are not in school could be missing out on vital educational and social opportunities.

Children Missing Education

Stockton Borough Council has a legal duty under Section 436A of the Education Act 1996, to establish the identities of children in their area, of compulsory school age, who are not registered pupils at a school, and who are not receiving suitable education, otherwise than at a school. All children, regardless of their circumstances, are entitled to a good education and some may need additional support to access education.

Elective Home Education

The Department for Education (DfE) uses this term to describe a parents decision to provide education for their children at home instead of sending them to school. Parents may wish to consider home education for a variety of reasons. Some parents may choose to use private tutors or other adults to assist them in providing a suitable education but there is no requirement for them to do so. Learning may take place in a variety of locations, not just in the family home.

Exclusion

The Attendance and Exclusion Team provide a statutory and impartial service for parents/ carers, young people, school governors, Head Teachers, school staff and other agencies regarding issues surrounding exclusion and reintegration following exclusion.

Early support from the team may prevent the need for exclusion or repeat episodes of exclusion thereby helping the young person to stay in school. We aim to promote, support and encourage continuous learning and achievement for every child referred to us.

  • Fixed period exclusions
  • Permanent exclusions
  • Governors' discipline committee meetings
  • Independent reviews
  • Social, emotional and behavioural issues
  • Pastoral support programmes
  • Mediation and restorative approaches
  • Common Assessment Framework (CAF)
  • Alternative education provision

Child Employment

Once a school child reaches 13 years of age, they can be employed in a variety of work. It is the Local Authority’s responsibility to check that the employment is suitable and that it does not impact upon the child’s education, attendance, homework or health.

School work, homework and attendance at school are paramount.

Children in Entertainment

Children taking part in theatre productions, films, dance performance, music performances, pantomimes, modelling shoots, TV productions etc., need to have a performance licence if they require time off school to take part or if the performance lasts over 4 days etc.

The performances must not impact upon the child’s school attendance, homework or health.

Chaperone Approval Registration

When children take part in any of the above performances, they must be accompanied by a parent/guardian or otherwise there should be a chaperone that has been registered with their Local Authority.
