Event help and advice

We want events in Stockton to be enjoyable but also run safety and well.

Stockton Borough Council has established an Independent Safety Advisory Group (ISAG) to provide guidance and specialist advice to Event Organisers in staging their events and helping them understand their individual responsibilities and those of other agencies, eg. Police, Local Authority. 

The ISAG comprises of senior officers from all emergency services (Police, Fire and Rescue Services, Ambulance Service) and senior officers from Stockton Borough Council (Highways, Traffic Management, Building Control, Licensing and Environmental Health). Other relevant organisations are invited to meetings on an ad-hoc basis. 

The main principle of ISAG is to create consistent and coordinated safety processes to oversee and enhance public safety at large public events and gatherings.

The Group will consider event plans looking at content and structure of safety systems and will comment on matters such as health and safety issues, licensing requirements, traffic issues including road closures, medical cover and much more which event organisers may find useful when planning their event.

The group will consider many types of events, usually outdoor events, possibly with marquees or other temporary structures. Typical examples of events would include, but are not limited to: 

 

 Fetes and Fairs

 Fireworks displays

 Trade shows

 Large scale company parties

 Sporting events

 Open air concerts and music festivals  

 Horse shows, agricultural shows, dog shows

 Processions marches and carnivals  

 Vehicle / caravan shows 

 Street Parties

 Open air entertainment including theatre, 

 opera and historic re- enactments

ISAG Meeting Dates 

The group meets regularly to consider event applications and in particular safety implications associated with an event. ISAG meeting dates for 2017 are as follows: 

  • Tuesday 04 April 2017
  • Tuesday 16 May 2017
  • Tuesday 13 June 2017
  • Tuesday 11 July 2017
  • Tuesday 08 August 2017
  • Tuesday 26 September 2017
  • Tuesday 17 October 2017
  • Tuesday 14 November 2017

ISAG Guidance

All large scale events which take place on Council land are required to be submitted to ISAG approximately 8 weeks before the event date. 

If you intend to utilise or permit any of the following attractions your event will need to be considered by the ISAG.

 

 Fireworks/pyrotechnics

 Motorcycle displays  Foreshore boat

 Power supply

 Park and ride  Parachutists

 PA system

 Stewarding / security  Inflatables (e.g bouncy castle) 

 Live entertainment / music    

 Lost children point  Hot air balloons

 Fairground equipment

 Aircraft or motor vehicles  Balloon launch

 Toilets

 Onsite communications  Horse / donkeys / other animals

 Food and drink concessions        

 Portable staging / marquees          Train hire

 Portable generator

 Barrier fencing  Berthing facilities

 Alcohol

 Water (site dependent)  Bonfire / BBQ permit

 Carnival / procession
