Council Tax Energy Rebate

The Government have announced a £150 Council Tax energy rebate payment for properties in Bands A - D. This is to help with the rising costs of your energy bills.

Who can get the £150 rebate?

Most households in Council Tax bands A - D will receive a one-off energy rebate payment of £150. You can check your Council Tax band on the Gov.uk website.

The payment will not be paid for second homes, empty properties or where the liable Council Tax payer does not occupy the property e.g. houses in multiple occupation. Tenants of houses in multiple occupations may be eligible for a discretionary payment.

The payment will be made to the person who is recorded as the Council Tax payer at the date of 1 April 2022 and is to support all residents of the household. Where the Council has reason to believe that the information we hold about the valuation list, liable taxpayer(s) or residents' circumstances as at the 1 April 2022 is inaccurate, we may withhold the payment and take reasonable steps to determine the correct information.

Where records relating to the liable taxpayer(s) or residents' circumstances as at the 1 April 2022 are retrospectively updated, the Council will clawback any payments recipients are not entitled to.

When will my household receive the £150?

For households who pay their Council Tax by Direct Debit

If you pay your Council Tax by Direct Debit, you will receive your payment directly into your bank account after your first payment of the financial year has been received.

We have started making payments and these will continue in the coming weeks to include new Direct Debit payers. The payment will show as a credit of £150 will show on your bank statement with the reference dependent on who you bank with, so won't always include Stockton-on-Tees Council or SBC.

Most of the payments have been made, however anyone who has signed up to pay by Direct Debit but has not made their first payment will need to wait until their first payment have started.

Payment is made on the assumption that you are the liable Council Tax payer and that the property meets the eligibility criteria on 1 April 2022. If this is not the case the payment will be liable for recovery.

Where a household has more than one person jointly responsible for Council Tax, payment will be made into the account where the live Direct Debit is received from.

Households who do not have any Council Tax to pay because they have already paid in full or receive 100% reduction but have a live Direct Debit will be paid direct into their bank account. To meet Government requirements for validation these accounts may require some additional checks. If we need any information from you we will contact you.

We need to undertake some assurance checks in line with government requirements prior to making any payments so a small proportion of payments may not be made automatically. We will contact you directly if this affects you.

If you pay by a standing order, this is not the same a a Direct Debit and you will need to follow the instructions below.

 

For households that do not currently pay by Direct Debit

The digital application form is very busy. If you cannot access it straight away, please try again later. Applications close on 26 August 2022, after this date any unclaimed rebates will be credited to the Council Tax account and cannot be claimed as a payment later.

The Government requires a number of additional assurance checks to be undertaken prior to non-Direct Debit payers receiving the £150 payment so it's likely to take longer to get the money to you.

Can I sign up for Direct Debit now?

I'm not in a band A to D property but I still need help

A discretionary fund is available to help households who are not in bands A-D and are in need of support.

Due to limited funding it is not possible to provide support to all households in bands E-H. Under the Council's discretionary scheme, payments will be made to the following households:

  • £150 to all households in Bands E-H eligible for Council Tax Reduction on 1 April 2022
  • £50 to households that are not required to pay Council Tax, and can demonstrate exposure to energy bill increases such as people who live in Houses of Multiple Occupation. Please note the discretionary fund is not available for second homes or empty properties.
  • £65 to all households in band E, occupied by the Council Tax payer as their sole or main residence on 1 April 2022 and not receiving Council Tax Reduction

A direct award will be made where possible and where it is identified that the household meets the scheme criteria. However applications will be required for some households along with evidence for those not in Council Tax but stating they are energy bill payers and their bills have increased.

Properties that are eligible and pay by Direct Debit will automatically receive a payment in their bank account. If you do not pay by Direct Debit you can apply for a payment using the following form:

Who is eligible for the Council Tax Energy Rebate?

You are eligible for the £150 council tax energy rebate if you are liable to pay council tax the property on 1 April 2022, and the property is:

  • in Council Tax band A, B, C or D
  • in Council Tax band E but disabled band reduction applies, so you pay band D charge
  • someone's sole or main residence

You are not eligible if:

  • the property is a second home
  • the property is unoccupied
  • the liable Council Tax payer for the property does not occupy the property

 

I've paid my first Council Tax payment by Direct Debit but haven't received a payment yet?

We are working hard to process all payments as quickly as possible. We need to undertake some assurance checks in line with government requirements prior to making any payments so a small proportion of payments may not be made automatically. If this affects you, please contact us about your Council Tax and choose the  'I have a question about the £150 Council Tax energy rebate' option.

 

I have already applied but haven't heard back yet

If you have already applied for your payment there is nothing else you need to do. The Government requires us to carry out checks to validate every completed application. This is an automated system and we are unable to give accurate timescales on the process. Although for some households this can be a quick process for other this might take up to several weeks. If we have requested information from you please submit it by 26 August 2022 to EnergyRebateScheme@stockton.gov.uk.

Do I need to pay the £150 back?

No, you do not need to pay the money back unless it is identified that you are not eligible for the payment, please refer to eligibility criteria above. Payment is made on the assumption that the recipient is the liable Council Tax payer and that the property meets the eligibility criteria on 1 April 2022. If this is not the case, the payment will be liable for recovery.   

 

I do not have a bank account, how will I receive my payment?

If we cannot make a payment to your bank account then the rebate can be credited to your Council Tax account. This will be after 10 July 2022.

 

Can I choose to have the payment taken off my bill?

Yes, if you do not pay by Direct Debit and do not apply for the payment to be made to your bank account, a credit will be automatically made to your Council Tax account after 12 September 2022.

 

What happens if someone else pays my Council Tax by Direct Debit?

The application form is very busy. If you cannot access it straight away, please try again later. We have maximised our system's capacity as much as possible to deal with as many simultaneous applications as possible.

 

What do I do if the application form states I am not eligible?

Check your Council Tax account meets the criteria provided by the Government by reading the 'who can get the £150 rebate' section above.

If you pay by Direct Debit, the form will not accept an application unless you have been issued a letter as your payment will be made automatically.

If you do not pay by Direct Debit and believe you meet the criteria, you can contact us explaining the problems you have by using the Contact us about your council tax account form and choosing 'I have a question about the £150 Council Tax energy rebate'.

 

When I am trying to submit an application the form says I have already received a payment but I have not - what do I do?

Check your bank account to see if the payment has been received. If not it may be in the process of being paid so wait 7 days and check again.
