ECO4 Flex scheme
Under the new ECO4 Flex scheme, the funding will cover the whole house retrofit approach, so multiple measures can be installed within the property.
What is ECO4 Flex?
ECO4 Flex is a flexible approach to identifying eligible households and to target low-income households who are unlikely to be in receipt of the ECO4 qualifying criteria.
Applying for ECO4 Flex
Properties must be an EPC rating of D or below in order to qualify for the ECO4 Flex funding, to check your EPC on the GOV.UK energy certificate webpage.
If a property does not have an EPC, the ECO4 Flex installer may carry out a survey to determine the EPC rating of the property.
To be assessed for ECO4 Flex applications must be made via an ECO4 installer registered with Stockton-on-Tees Borough Council, you must complete and sign a short application form that is then submitted to the council along with supporting documents, such as proof of income, for determining eligibility.

Residents cannot send the application form directly to us, as we will only accept applications from the household's chosen installer, which has been approved by the council.
Once we've confirmed eligibility with proof of occupancy or ownership (via bank statements, wage slips and other accepted evidence), we'll provide a declaration to the installer and to Ofgem.
Once the sign off has been completed, the final decision will lie with Ofgem and the grant funders whether to accept the ECO4 LA Flex application.
How to find a registered installer?
In order to help safeguard residents we have carried out extensive checks and a vetting process to ensure the installer companies listed below are fully compliant to deliver works under the ECO4 Flex scheme within Stockton-on-Tees. We will only accept applications from the installer companies listed below for the ECO4 flex scheme.
Each company listed below will be able to provide you with further information on the range of energy efficiency improvements they specialise in. Most companies have a website where you can find out more about them and how to contact them directly.

Once you have chosen your installer, we recommend you request to see their company ID when they visit your property. Make sure they leave you with their contact details in case you want to check on the status of your application after they leave because we will not have access to this information.
ECO4 Flex improvement measures you could qualify for
Your chosen installer will carry out a survey and identify a package of improvements suitable for your property and will make the necessary arrangements for the installation of the energy efficiency measures.
If you are not happy with the installation
Any complaints or issues regarding the ECO4 Flex scheme in the first instance should be referred back to the ECO4 Flex installer company which has carried out the works at the property. The ECO4 Flex installer company will have a standard complaints procedure which they must follow to address any complaints.
If you feel that your complaint has not been dealt with sufficiently by your chosen ECO4 Flex installer, you can then contact us through our complaints process.. However, we will only be able to provide further advice on how to escalate the complaint further.
