Stockton-on-Tees has an Executive Scrutiny Committee which acts as an overall co-ordinating body for scrutiny within the Council. The Committee is also responsible for dealing with 'call-in' of Cabinet decisions; this is when Members of the Council request that a Cabinet decision should be considered by the Executive Scrutiny Committee before implementation takes place.
The Council has the following seven themed select committees which each review the Council's policy within their remit:
- Arts, Leisure and Culture Select Committee
- Children and Young People Select Committee
- Corporate, Adult Services and Social Inclusion Select Committee
- Environment Select Committee
- Health Select Committee
- Housing and Community Safety Select Committee
- Regeneration & Transport Select Committee
These Select Committees are made up of Councillors from each political party represented on the Council and co-optees who represent external interests.
One of the key ways that Select Committees examine how well services and policies work is through in-depth investigations sometimes referred to as scrutiny reviews. Scrutiny reviews allow citizens to have a greater say in Council matters. All Committees hold public meetings and inquiries which cover the full range of the Council's activities.
These lead to reports and recommendations which advise the Cabinet and Council as a whole on its policies, budgets and service delivery. It should be noted, however, that these committees do not make decisions. This is the responsibility of the Cabinet and full Council.
