What are Sure Start Local Programmes?

What is Sure Start?

Sure Start is a national initiative set up to tackle child poverty by changing the way services are delivered to under fours in deprived areas. The aim is to enhance existing services by new and innovative ways of working. Programmes work in partnership with local families and existing service providers to give children in disadvantaged areas of Stockton a 'Sure Start' in life.



What Services are delivered?

Sure Start has four main objectives;


  • Improving Social and Emotional Development
  • Improving Health
  • Improving Children's Ability to Learn
  • Strengthening Families and Communities.


A multi-skilled team has been recruited to deliver services around each of the 4 objectives. These range from Health drop-ins to Home Visits and from Play schemes to Parental Learning. Sure Start also provides fun holiday activities and events for children which support Early Learning themes. Why Should I get involved?

Because we need your views and your ideas to make services more accessible by being 'parent friendly'. Part of Sure Start's remit is to involve parents at all levels of the programme. This is to fully utilise all local skills and knowledge in order to provide a diverse range of community based services. The programmes will offer full training and support to parents who will make up a minimum of 50% of our Management Board. This allows parents to make and influence decisions on the services that they, and their children, will use. How Do I get involved?

You can get involved in a number of ways. Firstly you will need to complete a Sure Start registration form, these are obtainable from your local Sure Start Programme or at community venues. These will enable us to inform you of upcoming events, alternatively look out for adverts and posters in the local press and community buildings. Am I in a Sure Start Area?

Nationally there are more than 500 local Sure Start programmes. Sure Start Stockton-on-Tees has five local programmes in operation; covering the wards of Hardwick, Mile House, Roseworth (including Ragworth), Newtown, Portrack and Tilery, Parkfield, Victoria, Mandale, Village and Stainsby. We also have a programme in Billingham which covers parts of the Charltons, St. Aidens, Grange & Marsh House wards.
