Adoption of Highways (roads and footpaths)
The council, via its Highway Asset Management service, can
take ownership of a private street to be maintained at public expense. This
is done by raising the standard of a private street by providing any or all
of the missing features or by improving the standard of any existing
features.
If the highways on a new development are proposed to be adopted, the
developer/ land owner must enter into an agreement under section 38 of the
Highways Act 1980 to become highway maintainable at public expense and
deposit with the council, a bond of surety to secure completion of the
work, also inspection fees will be payable. The highway must be constructed
in accordance with Stockton on Tees Borough Council's Design Guide.
It is the council's policy that the sewers on new development sites must be
adopted by Northumbrian Water Limited under section 104 of the Water
Industry Act 1991 prior to the road being adopted.
Existing private roads will only be considered for adoption if they satisfy
the current standards detailed in the Design Guide. Owners of private
streets can be expected to make a contribution towards costs.

The following schemes have recently been accepted for adoption by Stockton Council :-

- Portrack Lane (North side) - highway widening, carriageway and footways
- Portrack Lane - carriageway, footway, highway verge and highway drains
- Portrack Lane (South side) - footway widening
- The Black Path (West side) - carriageway, footway and highway verge
- Dugdale Street (West side) - footway widening
- A1046 North Shore Link - carriageway, footway, footway/cycleway, highway verge and highway drains
- A1046 North Shore Road - carriageway, footway, footway/cycleway, highway verge and highway drains
- North Shore Road - carriageway, footway, footway/cycleway, highway verge and highway drains
- Riverside - footpath widening and highway verge widening
