Network Management Plan
The Traffic Management Act 2004 introduced a Traffic Management Duty on local traffic authorities. Section 16 of the Act sets out the requirement of the new duty as follows; "It is the duty of a local authority to manage their road network with a view to achieving the following objectives:-
(a) Securing the expeditious movement of traffic on the authorities road network; and
(b) Facilitating the expeditious movement of traffic on road networks for which the authority is the traffic authority."
The Network Management Plan sets out the processes that the Council employs to meet the Council's duty and outlines how the Council performs its network management duty across the whole organisation. The main principles of the plan are to consider the needs of all road users, co-ordinate roadworks and events on the highway, reduce traffic growth and collect information to measure the effects of the plan.
