Targets and Monitoring

The Council is required to set targets and trajectories for each of the Mandatory (i.e. national) Indicators monitored within the Second Stockton-on-Tees Local Transport Plan. In addition, targets and trajectories have been set for the Supplementary (i.e. local) Indicators monitored within the Plan.

Progress towards these targets and trajectories is monitored:

  • Continuously - by the Local Transport Plan Manager
  • Quarterly - as part of the Council's performance management regime


Monitoring is carried out on three levels:

  1. Corporately, through the Community Strategy, the Council Plan and the Local Area Agreement (all reviewed on an annual basis)

  2. Through regular Local Transport Plan Progress Reports, submitted to the Department for Transport and the Government Office for the North East. The next Progress Report is due for submission during 2008

  3. Through the Annual Action Plans set within each of the 'Daughter Strategies' that support the Local Transport Plan, together with the Action Plans agreed by the Stockton-on-Tees Bus, Taxi and Freight Quality Partnerships


Any variance against the trajectory set for each indicator is analysed in order to identify and understand the reasons behind it. If performance against a particular indicator is better than the trajectory set for it, consideration is given to setting a 'stretched' target in future years.
If performance against a particular indicator is poor, consideration is given to the need for appropriate mitigation measures (for example, should road casualty levels rise, it may be necessary to target resources at measures designed to reduce the number of casualties in future years).
