Long Term Transport Strategy

The Long-Term Transport Strategy underpins the Second Stockton-on-Tees Local Transport Plan and sets out the Core Aims and Objectives upon which the development of the Borough's transport network over the next 15 to 20 years will be based.

Based on a detailed analysis of historical and predicted trends, the key issues addressed by the Strategy are:

1. The need to improve accessibility to jobs and key services due to:

  • The ageing population trend.
  • The predicted increase in the number of households within the Borough.
  • The high levels of deprivation in a number of areas within the Borough.
  • The dispersed nature of the key development sites across the Tees Valley.
  • The proposed rationalisation of education and healthcare provision within the Borough.


2. The need to reduce the impact of congestion due to:

  • The predicted growth of the local economy, due to the Stockton - Middlesbrough Initiative and other regeneration proposals.
  • The regeneration of Stockton, Billingham and Thornaby town centres as the focus for the delivery of local services.


3. The need to minimise the potential for an increase in the number of casualties on the Borough's roads, particularly as travel demands increase.

4. The need to minimise the impact of transport on local air quality, particularly as travel demands increase.

5. The need to manage the impact of transport on the quality of life of the local community, again as travel demands increase.
