Adopted Local Plan 1997

On 25 March 2010, some policies in the Stockton on Tees 1997 Local Plan were replaced with new policies in the adopted Core Strategy Development Plan Document. The Spatial Planning Section was responsible for preparing and reviewing the Stockton on Tees Local Plan. The last Local Plan we produced was adopted in 1997 and since then we produced a number of documents containing Supplementary Planning Guidance. We adopted an alteration to the Local Plan called Alteration Number 1 in March 2006 which updated our flooding and shopping policies. However, the Planning and Compulsory Purchase Act 2004 in September 2004, required that we change to preparing a Local Development Framework (LDF).

The Stockton-on-Tees Local Plan was a statutory requirement and provided a detailed framework within which planning applications were determined. It aimed to balance the need for development with the protection of the heritage, environment and character of the area. It set out policies relating to the environment, housing, transport, business, tourism, shopping, recreation and more. The Local Plan also contained a number of policies and proposals for development. These included both general policies and site-specific policies.

The Local Plan was part of a hierarchy of development plans:

  • Regional Planning Guidance(RPG): Set out the broad aims for the whole of the North East
  • Tees Valley Structure Plan: Prepared by the Tees Valley Joint Strategy Unit: Conformed with the RPG and put its policies into a Tees Valley context

Both these documents were superseded by the Regional Spatial Strategy in July 2008.

Viewing the Local Plan

The Local Plan's text can still be downloaded below and the interactive map which that the Plan's text with Ordnance Survey based mapping can still be used.

The map has the following features:

  • you can see policies individually and at a variety of scales
  • you can use an address finder which centres on the site and shows only those policy restrictions that apply to that site
  • there is clearer boundary identification as the maps can be viewed at different scales
  •  you can use the mapping to find Planning-related points of interest, such as Conservation Areas

Note: Policies adopted in the Alteration Number One were NOT included in the Interactive Mapping. Please contact Spatial Planning for specific queries relating to Alteration Number One policies.

Paper Copies of the Local Plan

The Local Plan is still available to buy from Planning Reception for £30 (+£2 p & p), or £20 for residents of the Borough. A paper copy of the Proposals Map can be purchased separately for £5.
