Core Strategy Preparation

This page explains how the Core Strategy Development Plan Document was prepared. All the relevant documents are available to download in the 'Additional Resources' section of the page.

1. Issues and Options

Consultation on the Core Strategy Issues and Options paper was undertaken in Spring 2006. Numerous views and comments were received from a variety of groups and individuals. All comments received can be viewed in the downloads section at the base of this page. 

1a. Issues and Options - Re-consultation 

The Council considered the comments and undertook a further consultation exercise on options for a locational strategy. This included seven options, three of which had been consulted on in the Spring and four additional options which had been put forward as a result of the consultation process. Responses to the re-consultation can also be viewed below.

2. Preferred Options

Consultation on the Core Strategy Preferred Options report took place in Autumn 2007. Over 100 people and organisations responded. All comments received can be viewed in the downloads section at the base of this page.

3. Publication

The Core Strategy Development Plan Document Publication Draft consultation took place in Autumn 2008. 281 comments from 68 individuals and organisations were received. All comments received can be viewed in the downloads section at the base of this page. 

4. Submission

The Submission Draft Core Strategy and its supporting documents were submitted to the Secretary of State on 27 May 2009. This began the independent examination process. This was not a consultation stage and therefore comments were not invited. 

5. Examination

The Core Strategy Independent Examination process began on 29 May 2009, following  the Core Strategy's submission to the Secretary of State. Planning Inspector Bob Yuille (MSc Dip TP MRTPI) considered the representations made on the 'soundness' of the Development Plan Document. 

During the examination period, the Council proposed a number of changes to the Core Strategy. This included proposing a number of minor changes in order to provide clarification or update information within the Core Strategy. The Inspector agreed to consider these minor changes as part of the Council's Submission Draft Core Strategy. However, a number of significant changes were also been proposed by the Council, largely in response to concerns raised by other participants at the hearing sessions. These changes were subject to a six week consultation period. The relevant documents (CD0312 to CD0316) are available to download.

6. Post Examination

The Core Strategy was found sound by prior to its adoption by the Council. The Inspectors Report and Schedules of Changes are available to download.
