BSF Market Information

Stockton Borough Council is an excellent, high performing, 4 star Council as rated by the Audit Commission in 2006, 2007 and 2008.

'Every Child Matters, No Child Left Behind' is central to everything we do and the Building Schools for the Future programme will help us accomplish this.

Stockton Borough Council is a two wave authority expecting to receive around £180 million of BSF funding for the initial phase.

The Borough is highly committed to the redevelopment of its towns and villages and first class secondary schools serving these communities will be essential to this regeneration.

Wave 6 includes two new build academies, the remodelling/refurbishment (including significant new build elements) of seven community schools, two special schools and a pupil referral unit.

The remaining three secondary schools will form a follow on project and have been allocated 64th place in the first list of follow on projects.  A timescale regarding this allocation has not yet been confirmed by Government.


Vision

We want our schools to be the best in the country, providing generations of pupils with an opportunity to access a wide range of learning opportunities that will benefit both them and the local area for years to come.  We aim to transform learning through the creation of first class secondary school buildings and facilities that are modern, sophisticated, clean and safe.

Future Learning

The Stockton-on-Tees BSF programme is called "Future Learning" and it is based around an inclusive "Campus Stockton" theme.  This is a vision for transforming learning across the Borough's family of schools and colleges.  The collegiate approach will see a broad curriculum of both academic subjects and vocational studies offered across the area's educational institutions giving every young person the opportunity to reach their full potential and make the most of their diverse talents.

Future Learning is based around three key principles:

Putting the Learner first - giving every student more choice about what they can learn and where.

Schools at the heart of the community - secondary schools at the centre of geographical hubs providing integrated education, health care, social care and youth services.

Every school is a good school - ensuring that all Stockton-on-Tees schools offer the same high standard of education and are among the very best in the country.

ICT

We believe ICT is integral to educational transformation across Stockton-on-Tees.  We want our schools to encompass versatile, ICT-rich learning spaces designed to suit adults as well as students.  All schools and learning centres will be linked electronically to create a virtual learning environment where education is no longer restricted to a specific location or a 9am-4pm structure.

Procurement

A Local Education Partnership (LEP) will be procured to deliver the Stockton-on-Tees BSF programme.  

The LEP will be responsible for the construction of the buildings and their maintenance through a Facilities Management and ICT Managed Service.

Timescales

The Stockton-on-Tees BSF programme is progressing well and is working to the following timeline.  

Outline Business Case submitted October 2009.

OJEU notice published 16th December 2009

Selection of preferred bidder in December 2010.

Start sample schools spring 2011.
