Affordable Housing Partnership Framework

To achieve consistency in the development quality and management standard of affordable housing in the borough, the Council has introduced an Affordable Housing Partnership Framework (AHPF) for Registered Providers.

The standards contained within the AHPF cover a Registered Provider's performance regarding housing management, customer service, development and their role as a strategic partner contributing to agendas such as homelessness and anti social behaviour. It is not a legally binding document but is in place to promote transparent and effective partnership working with the ultimate aim of meeting the housing needs of both current and future residents of the borough.

The following Registered Providers have successfully applied to be a member of the Framework and meet the required Framework standards.

  • Endeavour Housing Association 
  • Fabrick Housing Group ( Tees Valley Housing and Erimus)  
  • Habinteg Housing Association 
  • Hanover Housing Association 
  • Nomad E5 Housing Association Ltd
  • Housing Hartlepool

The Council encourages all Registered Providers currently active within the borough and those wishing to develop in the borough to be active and effective partners of the Council by signing up and adhering to the AHPF and welcomes further applications. When undertaking future affordable housing development within the borough the Council will only consider partnering with Registered Providers who can clearly demonstrate that they are able to meet the standards set out the framework.
