The Home Energy Conservation Act 1995 (HECA) required that every UK local authority to prepare, publish and submit to teh Secretary of State an energy conservation report identifying practicable and cost effective measures to improve energy efficiency of all residential accommodation an their area by 30%: and to report on progress made in implimenting the measures.
The Home Energy Conservation Act 1995 required the local authoritiy to meet the 30% target by 2006. HECA served to focus the attention of Stockton-On-Tees Borough Council more closely on the energy efficiency of all residential accommodation, and on developing an integrated approach to their housing and energy efficiency strategies. Improvement achieved through HECA will help make substantial contributions to meeting the UK's Climate Change commitments.
We met this 30% target in 2005/2006 and we are now working towards a scheduled target of 35% by 2009.
Stockton-On-Tees Borough Council is committed to HECA and this commitment has been recognised by the Secretary of State, quoting from a letter we recieved:
"We welcome the effort and commitment that is clearly being devoted to your authority's HECA strategy. This is encouraging and demonstrates recognition that you are the best placed to help towards improving the energy efficiency of the housing in your community".
