Normally
emissions from road vehicles are dealt with by the Police who have powers to stop vehicles, in areas where there are serious pollution problems i.e.where there is an Area Quality Management Area [
AQMA].Local Councils have powers to carry out
roadside testing of vehicles and
issue fixed penalty notices to drivers of vehicles failing the test .However these powers are
NOT available to us in Stockton as we have no AQMAs.
There is however a scheme to
report smoky diesel vehicles to the Vehicle Inspectorate at Leeds, the scheme applies only to
Heavy Goods Vehicles and
Buses if they emit large quantities of smoke.

- A description of the vehicle
- The vehicle registration number
- Date, time and location when the vehicle was seen
