Every December, the Spatial Planning Section publishes an Annual Monitoring Report (AMR). This document contains information on the implementation of the Local Development Scheme and the extent to which the policies set out in local development documents are being successful.
The Annual Monitoring Report:
- reviews progress in terms of local development documentation preparation against the timetable and milestones in the Local Development Scheme;
- assesses the extent to which policies in the local development documents are being implemented;
- if policies are not being implemented, explains why and set out how implementation will take place, or whether the policy is to be amended or replaced;
- considers whether policies in the local development document need adjusting or replacing because they are not working as intended;
- considers whether the policies need changing to reflect changes in national or regional policy; and
- sets out whether policies need to be amended or replaced.
The Council's first three AMRs (2004/2005, 2005/2006 and 2006/2007) were based on the 1997 Local Plan and Core Indicators required by the Department for Communities and Local Government. The Council's first Development Plan Document will be the Core Strategy, which will be adopted in 2009. We are working towards producing Local Indicators and focusing the AMR on the Local Development Framework.
