No, Building Regulation approval is entirely separate from the process of obtaining Planning Permission. Building Regulation approval may be required for work regardless of whether or not it is controlled under Planning legislation and vice versa. Therefore to avoid undue delay you should establish as early as possible what permissions are needed.
Both permissions are usually required for extensions, alterations and changes of use, and because of the need to consult neighbours, Planning Permission usually takes longer to obtain than Building Regulation approval
