Enforcement fly tipping scene

The team will provide an immediate response to complaints of nuisance and environmental issues, as well as working on educational and preventative measures to stop problems occurring in the first place.

To clamp down on fly tipping, the Enforcement Team will be able to stop and search trade vehicles and inspect documentation.

Any tradesmen without the necessary Environment Agency licence and or transfer notes to carry waste will be issued an FPN. This will be an important strategy to try to stop fly tipping before it occurs.

The powers, under the Clean Neighbourhoods and Environment Act, will also enable the team to deal with a vast range of other issues such as unauthorised traveller encampments, bonfires, fly tipping, nuisance parking and graffiti.

Enforcement Officers have the authority to issue Section 46 Domestic Refuse Presentation Notices and Section 47 Commercial Refuse Notices.

These notices can only be appealed to a Magistrate.

They will be able to issue increased fines in the form of fixed penalty notices (FPN) for dropping litter, graffiti offences and fly-posting, nuisance parking, and abandoning a vehicle.
