Approved List for Works Contracts (over £100,000)
For all works contracts above a value of £100,000, the council selects
its contractors to be invited to tender from a standing list that
is produced from Constructionline. All contractors we use must be
accredited by the Constructors' Health and Safety Assessment Scheme
(CHAS).
The Council operates lists for two categories of work - building works and
civil engineering works with values falling into the following bands:
Building works :
· £100,000 - £500,000,
· £500,001 - £3,497,313. (OJEU Limit - Official Journal of the European
Union)
Civil Engineering works :
· £100,000 - £250,000,
· £250,001 - £3,497,313. (OJEU Limit)
Works above the OJEU limit are advertised in OJEU.

How the lists are produced
For each of the two value bands in both categories a list is produced from
Constructionline for all companies who have stated they are seeking work in
the North-East region. The Council will then confirm with each contractor
that they wish to be included on the list. The list is then randomised and
becomes effective on the 1st April every year.
How the lists are operated
When we have a job we always select six contractors to be invited to
tender, two weeks prior to despatch of tender. For building works, this
will include the winner of the previous three tenders plus the first three
on the list. For civil engineering works we would select the winner of the
previous two tenders, Service Stockton who are our in house team, and the
first three on the list. We may also select specific companies requested by
the client. Contractors should note that, if they fail to return a tender
without giving any notification, they will be removed from the Council's
standing list for a period of two years. At the end of this period they
will be reinstated at the bottom of the standing list.
How to get on the list?
All lists commence in April. They are reviewed every six months
so contractors wishing to be added to the list between April &
September will be added to the end of the list in October. Contractors
wishing to be added to the list between October & March will be added
at the annual review in April. If you wish to be added to the list you
should contact the officers named above who will hold your details until
the review date.
